the higher tier subscription has a log of games like gamepass. i dont know how extensive it is in regards to ps4 titles, which he shouldnt pass on. there are very few ps5 exclusives right now and ps4 still has teeth.
As for the monthly "free" games you can keep those as long as you snag them during the free month. if your subscription ever expires i think you lose them.

You dont lose them from your library, you just cant play them without your subscription active.
