Because it is the "Good Idea Fairy" run amok.

Citizens: "We need a sidewalk because Americans walk places!" ( )

Local gubmint: "Fine, here's your sidewalk. We had to move the mailboxes."

Citizens: "Great. Okay, so only a small percentage of us actually 'walk' anywhere, but they can now. Thanks."

Fed gubmint: "frick your mailboxes, we're not driving on the sidewalk. Your quaint, 19th Century notion of 'mail service' is interrupted until you fix this."

Citizens: "OMG! We have to have our mail."

Local gubmint: :facepalm:

It looks like the utility poles prevented them from going any further back from the road. I'm sure this is some Infrastructure money from the Gov. that had to be spent that and they chose to use to connect neighborhoods the levee trail.
