I'm guessing one of the other cars is an 'Indy-only' entry, so it would make some sense to put a driver in who is contesting the entire season. Huge blow to the driver who actually put his/her car in the show, though.

As always, it comes down to money. If a small team gets a car in the field but sponsorship is light, the owner is probably going to entertain offers. Bobby could put Graham in Katherine Legge's car if her contract doesn't forbid a driver swap, but I'm not sure if he would do that. I could see him trying to get Graham a seat in a one-off entry like Abel Motorsports or Dreyer & Reinbold, but both those teams use Chevy engines, so I don't think Honda would be happy about it.

Doing a little research, I learned that poor Bruno Junqueira was twice replaced, after qualifying for the 2009 and 2011 Indy 500s. Talk about feeling like the whole world is against you. https://www.si.com/fannation/racing/auto-racing-digest/indycar/2022indy500substitutes
