Crime is rising because there are no penalties that frighten or deter wannabe criminals. Prison doesn’t do anything to the incarcerated other than make them better criminals. There is no rehabilitation going on. Just a masters program for when they get released.

Its home for them, and they don't suffer in prison. All their friends are there.
