Incorrect.
We incarcerate more ppl per capita than any other nation on the earth, and yet crime is rising.

Crime is rising because there are no penalties that frighten or deter wannabe criminals. Prison doesn’t do anything to the incarcerated other than make them better criminals. There is no rehabilitation going on. Just a masters program for when they get released.
