No, you just have to look through government archives to see governments make the same decision over and over.

Why does polling data matter? Think this through for once. A smaller and smaller demographic isn't going to have the same degree of political power. The reality is that the political economy is controlled by a very limited few, and governments are more responsive to those groups than they are the people at large.

Well, political states will ensure the survival of the state above all else. Modern polities in Western Europe aren't singularly organized. Many of them became more coherent states after extensive centralization projects. If France can make Bretons 'French,' what is to stop the state to think it could make someone from the Congo 'French'?

Maybe the black pill for people to swallow is that your interest isn't directly related to the state's interest, and even if your faction was directly in power, there is no guarantee that they wouldn't enact the same policy.
