The Bay Area probably is a little better infrastructure wise since they rebuilt areas that were hit from the World Series quake and upgraded existing structures at the time
Who knows in LA - they haven't had a monster quake that could tax infrastructure the way Bay Area did
I'm sure LA did a lot of upgrades to existing structures but who knows until LA actually experiences the big one
LA has a lot more homes on the water that could easily fall off into the ocean with a massive quake
