I would wager that the town of 4000 with 10 officers is a extremely safe place to live. I would also wager that the crime rate is really low.

The 10 cops aren't crime fighters. They are literally, 100% road pirates. And yeah, the town is safe. It's fricking lily white middle class and upper middle class. It's fricking Mayberry. LOL. Well, Mayberry plus a street gang.

Either that or they are too busy running radar on the interstate or on Main Street writing tickets to meet their quota.
