Serious question. Is Payton that much better than McCarthy?
He has a slightly better career win %. And basically the same post season record.
McCarthy has the same number of SBs and more NFCG appearances.

Remove this one play and Payton has two more playoff wins and an additional Superbowl victory potentially:
He is the better coach. There were other suspect officiating in other playoff games as well.

IMO, it would be really hard to say until Payton goes to another team and we see what kind of success he can have/sustain. All success from Payton is matched with Brees, so the question will always loom about "who made who?" until Payton shows he can do it without Brees
Also, look at the teams both got their start with. Payton came in and quickly rebuilt a franchise with a history of being terrible. He then took them to the next level. McCarthy took over a historically good team, coming off of a bad year, with a lot of great pieces in place.
