You have no idea what the frick you're talking about...

Rummel has been turning down kids the last few years... It's been mentioned every time this subject comes up. Rummel has been keeping their numbers between 650 and 700.. It's what they want.

Why would they want half their pre Katrina numbers in the same size physical plant?
