A good elastomeric paint will keep moisture out if applied properly. It won’t help for insulation as a block wall has very minimal insulation value. There are plenty of options though. I’m a commercial masonry contractor so if you need more info just let me know.

Once that coating is on (I assume I would paint the inside?), could I frame it out and use standard fiberglass insulation? Thanks for your input! Really appreciate the insight.
