This bit right here is what all of this going forward will hinge on. Apparently, that's not what that landfill was for. They seem to have operated under the law as an organic debris landfill while actually being anything but. So, you're starting from the point that nothing was done as it was supposed to have been done. Then, you throw in the likelihood that the owners cut even more corners, and you have what we are seeing.

Unfortunately, the legal fight will take decades.
