Negligent homicide is killing another with no intent to cause harm. The person still perished. It'll be a very difficult charge to pin the car "thief" with, especially when there is a deep pocket agency with way more culpability.

The car jacket was auto charged with manslaughter,I believe, since his actions led to deaths.
