Is Feburary too cold for BeNeLux and France to enjoy?

Always take off for Mardi gras week. Looking to just do a boring solo museum trip. When I'm with the family they hate the museums and we rush. Me I once spent 4 hours just in one part of a Smithsonian and took a two day vacation to Dayton for a two day trip to the Air and space museum.
Looking to fly into Amsterdam a few days there. Then train to Brussels and transfer to Bruges and spend two days there, then train to Paris and spend the rest of the time there.
I would stay in the 1 the 4th or the 5th Ae.
I figure outside wouldn't matter that much but I've had two people tell me it can be miserable in Feburary.

Went with the family to London and then Paris for Mardi Gras 2020- literally at the Covid outbreak. It was cold but not crazy cold. Definitely doable - I think we over prepared and it wasn’t as bad as we thought it would be.
