In fairness, they got Reed (also a former marine) back from Russia earlier this year. Whether bull shite or not Whelen was convicted of espionage so the Russians might require more than Bout to let him out.

I think the fact that Whelen has been a lower priority for administrations has a lot to do with the fact he was kicked out of the Marines for attempted theft of $10k among other things. They prioritized Reed because he was by all accounts a "good" Marine.
