You scan the ballots at your polling place, they aren't being carried around from place to place.

They are still delivered to a central location.

I have no idea how the process works, but why would you scan them in one place, deliver them to another place and scan/count them again?

Well the polling place has them on a memory card and delivers them to a central location within their county. The county then uploads them to the State Election board’s database.

That makes sense, but doesn't explain why a duffel bag of 75k votes would arrive somewhere to be counted.

I don’t think those ballots are being delivered to be counted. I think when they deliver the memory cards they also deliver the physical ballots that they may have. Though they could also have provisional ballots to deliver that still need to be counted.
