I'm starting a new LLC, I will be employing approx 4 people paying them a day rate. Am I mandated by the State to carry workers comp?

I'm pretty certain you do. We had to carry it when we had 6 employees, but it was construction work.
Glad I got out of that arse rapage.

Yes.
And this is a shameless plug, but I work for a payroll company that offers pay-by-pay workers' compensation.
The benefit to you is that you won't go through an audit at the end of the year, won't have to pay 25 % annual premium and you don't have to estimate your payroll (pay too much, get a credit back ... pay too little and you'll have to make up the difference + 25 % annual premium).
End of plug.

and its the law

LA WC laws are amongst the worse in the nation. They are very much pro-claimant and punish the Insured. If an employee alleges an injury and it's unwitnessed you will end up paying for it. LA needs WC reform laws.
No wonder many companies do not wish to do business in LA.
