Colorado hasn't had a winning season in 6 years. This year they were 1-11 and weren't even competitive in their losses. They were arguably the worst P5 team in the country. That is probably about as close to rock bottom as you can get, so I don't really know how much of a benefit it is to keep some familiar faces around.

Kelly came into a program that was FAR from rock bottom. It was a program that had massively underachieved under a complete buffoon at HC once he was able to dictate the actual on field approach. Nevertheless, LSU had talent and Kelly knew it. That's why he left an 11 win program to come to LSU. A new HC didn't need to take a blow-torch to the LSU program. He needed to just run it like an actual competent football mind. There were still some good things in place to start from.

Ultimately, I don't think Deion will have any sustained great success a CU. For a variety of reasons. But I don't have an issue with him essentially saying this whole program sucks and I'm getting rid of all of the losers (and at 1-11, the team is a bunch of losers on the football field). The program needs a complete rebuild. And to his credit, Deion probably has the gravitas to command immediate respect from the guys who actually want to play hard and succeed. Even if in his first meeting he's telling the players they suck.
