If the goal is to commission go ROTC or service academy if he can get in and really wants the academy experience. I'm glad I didnt go that route and benefited from the typical college experience.
Waiting until graduation to compete for OTS/OCS is less likely to work out. Waiting to compete for and OTS/OCS slot is a gamble. He can try ROTC without a service commitment if he's unsure but
