No to Clarksville. Safe and Clarksville do not go together, and the drive to Nashville if you want to go to the city is way worse than driving up 65 for 30 miles. Depends on your budget but if you want...Safe, Conservative, outside city limits, I'd go to Franklin. Place is growing too much, but if thats your criteria, you'll be hard pressed to find a bubble like Franklin.
