Definitely stay at The Jefferson Hotel. My wife and I go to DC just to stay there sometimes. A true 5 star experience.

Food:
Filomena
Rare Steakhouse
Martins Tavern in Georgetown for breakfast/lunch. It’s where JFK proposed to Jackie and it has all kinds of history with politics.
Old Ebbets

Places:
All the Smithsonian are great.
The holocaust museum is gut wrenching but really well done.
Do the email to your congressman/senator for private capitol tour.
Arlington.
We always spend a day walking in Georgetown.
