You should be eligible for a credit to reduce the fee then. A typical reduction for a newer development with a detention pond that meets the multiple levels of peak runoff reduction is something like 30-40%. A typical monthly fee for a standard single family lot is about $5 a month, so $3.50 with a 30% credit.
While whatever bullshite the mayor is trying to do should be stopped, I believe a city like Baton Rouge should definitely have a stormwater utility. However, it should be a very well laid out plan with 100% transparency about where the collected fees will be spent. There should be a 5 to 10 year plan with estimated fees collected, a project list with ranked level of importance, the estimated costs associated with the projects, a clear list of the credits availabe, etc.
