This is the part that pisses me off. There should be legislation put through that limits What the reserves can be tapped for, and “trying to increase supply because my idiotic policies have driven prices through the roof and it’s bad for my political future” should not be on the list.

Would just declare an National Energy Emergency and tap them.
You could start needing congressional approval, but congress doesn't want that to happen. It would be politics like the deficit cap.
