If only they could come up with a rapidly spreading virus that causes death and panic, and make it look like it wasn't an act of war but something crazy like a bat-spread virus. Maybe let it out of a nearby lab that some other suckers have funded for a few decades and pretend it didn't. And then let those suckers fight about it for a few years while their economy crumbles.
