IMO Leadership roles in tech aren't great WFH candidates, but pretty much anyone below that on the actual tech side of the company is pretty safe. This basically lands on the engineering group, product group, and design group.
I've had online meeting with these people sitting in the same building. It's the nature of the business.

This to a degree...I slight disagree on leadership. As long as you are a leader that can validate your teams work efficiently and is willing to potentially travel once per month then it can easily be done at a management level. My company has EVPs in IT that work remotely.
Like you say many IT meetings are via Webex even when people are on campus. The biggest reason for that before COVID was not enough meeting rooms.
Frankly, for my department of which I'm a manager not much changed when we went full remote for COVID...we are back to hybrid now and I'm not sure I didn't like full remote better. FWIW I've been full remote since I started with this company well before COVID and continue to be so, but I do go to the office in Houston once a month staying one or two night depending on what is happening at the time.
