I disagree. It appears that way if you just look at the draft, but there's been a lot of completely shite QB's drafted first round due to one or more GM's falling in love with 'potential' while completely ignoring their career and current ability.
ETA: As said, in reality the USC qb's that have been drafted have done well. USC has had a shite ton of QB's since 2000 not work out to be anything either. In their heyday of recruiting the 2000s they had multiple 5*s on almost every one of those teams.
