LSU already did that, though I guess I don’t know if it was the smartest traffic engineer in the country.

TAF hired an outside firm to do a traffic study a few years back. I’m sure there have been some changes to the roads in the area since then, but I’m fairly certain it was after the south upper deck opened at least.

It’s certainly possible that the plan just didn’t work. But keep in mind that LSU doesn’t have full control of everything with regards to traffic management - they are at the mercy of the city/parish (to an extent).

But probably more importantly, LSU relies on law enforcement to actually execute the traffic plan. I thought this quote from the 2014 article was interesting:

The entire plan was heavily reliant on BRPD for execution. I’m curious how much that has changed given BRPD’s staffing woes the past few years.

My guess is there’s probably plenty of blame to go around. Particularly if nobody was enforcing permits in the paid lots. You would think that responsibility would fall on LSU regardless.

On Saturday there was either something wrong with the communication of the traffic plan or the plan itself was idiotic, at least for the Levee/Alex Box lots. The cop in our lot initially said he was following orders which is why our exit was blocked but then changed course and started letting people out.
