That portion where it says, “Amends EO 13618” If you lookup Executive Order 13618 you will find that it is Obama’s “Assignment of National Security and Emergency Preparedness Communications Functions” executive order. It is really an Intelligence and National Security EO that contains PPD-1. Trump’s EO is not revoking this or rescinding these items but amending them. Whatever we think Trump may have started with EO 13961 was actually started long before.

Trump’s EO 13961 and the PPD-40 contained therein counters Obama’s EO13618 and NSPD-51 in such a way that we believe it is the beginning of Trump’s plan to resurrect the Executive Branch from COG; to reconstitute it.

President Obama continues the long train of abuses in the Executive Office of the President. Here is the conclusion provided by the Congressional Research Service:

As identified earlier in this report, EO 13618 changes federal national security and emergency preparedness communications functions by dissolving the National Communications System, establishing an executive committee to oversee federal national security and emergency preparedness communications functions, establishing a programs office within the Department of Homeland Security to assist the executive committee, and assigning specific responsibilities to federal government entities.

President Obama dissolves the National Communication Systems and creates a new executive committee. Where have we seen this before? Further creation of the monstrous Executive Office of the Presidency (EOP) is continued with the creation of the Executive Committee Joint Programs Office (JPO). At this point, it doesn’t even matter what these newly created agencies or committees do. They are to be staffed with partisan and even militant ideologues to further expand power and reach. Here is another snippet from the summary:

“One might expect, though the executive order does not explicitly state, that the JPO would be managed, administered, and staffed in a similar manner as the Homeland Security Operations Center which is a different inter-agency entity that is managed, administered, and staffed by detailed personnel from participating federal departments and agencies.”

The summary is correct, we do expect that now. In contrast to the ever-expanding nature of the EOP under previous administrations, we have Trump’s Executive Order 13961 which aims to shrink the EOP. Here is section two of EO 13961:

Sec. 2. Federal Mission Resilience Strategy. To achieve this policy, in conjunction with this order, I am signing the Federal Mission Resilience Strategy (Strategy), which should be implemented to increase the resilience of the executive branch. Implementing the Strategy will reduce the current reliance on reactive relocation of personnel and enhance a proactive posture that minimizes disruption, distributes risk to the performance of NEFs, and maximizes the cost-effectiveness of actions that ensure continuity of operations, continuity of government, and enduring constitutional government.

Where have we seen cost effective measures being taken by President Trump before? Those cost-effective measures are described in the previous article Weapons of Reconstitution. So once again, Trump is taking aim at the Deep State here. Specifically, Trump is taking aim at the monstrous size and scope of the 4th branch of government. Let’s take a look at Trump’s Executive Committee for this strategy:

Sec. 3. Executive Committee. (a) The Federal Mission Resilience Executive Committee (Executive Committee) is hereby established.

(b) The Executive Committee shall be composed of the Secretary of Defense, the Secretary of Homeland Security, the Director of National Intelligence, the Assistant to the President for National Security Affairs (APNSA), the Assistant to the President and Deputy Chief of Staff for Operations, and the Director of the Office of Management and Budget.

If we have counted correctly, that is 6 positions that comprise the Executive Committee. That’s it; just six. Compare that with Obama’s committee and the size has been reduced by a considerable amount. This is from Obama’s EO 13618:

Sec. 3.2. The Executive Committee shall be composed of Assistant Secretary-level or equivalent representatives designated by the heads of the Departments of State, Defense, Justice, Commerce, and Homeland Security, the Office of the Director of National Intelligence (DNI), the General Services Administration, and the Federal Communications Commission, as well as such additional agencies as the Executive Committee may designate. The designee’s of the Secretary of Homeland Security and the Secretary of Defense shall serve as Co-Chairs of the Executive Committee.

There is no telling the reach of this committee. And let’s not forget the JPO committee that was created as well. Barack Obama’s COG plan only sought to further expand the reach and power of the executive office and consolidate the power within.

In 2012, President Obama issued two Executive Orders that will greatly expand the presidential powers in the event of a national emergency.

The March 2012 Executive Order gives the President the authority to commandeer all U.S. domestic resources, including food and water, and seize all energy and transportation infrastructure within the United States. The order also allows authorizes the U.S. Government to force its citizens to fulfill labor requirements for the purposes of national defense.

The July 2012 Executive Order gives the Department of Homeland Security authority over private communication networks in emergency situations.

President Donald Trump’s executive order aims at reversing the executive power grab that Obama had seized during his presidency. In section 4 of Trump’s EO 13961 we find this directive that is unique:

(c) Within 120 days of the date of this order, the Executive Committee shall coordinate the review of existing continuity policy and other related national policies, and shall provide recommendations to the President, through the Chief of Staff, on any actions necessary to align these policies with the implementation of the Strategy.

Anything and everything related to existing continuity policies were on the chopping block for the Trump Administration. This is why the Deep State hates Trump so much. It is why they hate you and I.

Add to this the clandestine efforts by Military Intelligence to remove power and dark money funding from three-letter agencies and SCOTUS’s moves against the 4th Branch and you have a perfect storm of ineptitude.

Trump’s use of EO 13961 was designed to prepare the EOP for emergence out of COG and move it closer to the Constitution.

Rather than continue to expand the reach and powers of the Executive Branch through a COG executive order like Obama and Bush did, Trump chose to right the ship towards the Constitution on his way out; to point us to that other shore. It cannot be overstated what a monumental task it is to dismantle an EOP of over 425 agencies.
