I think it was originally NC-17 because there is a limit of how many f-bombs you can include, and they originally went over.

Perhaps there's an unofficial rule of f-bombs-per-minute.

For the theatrical cut of SP: BLU, the total number of f-bombs is 146. But in 1995, Casino had 422 f-bombs. That's a difference of nearly 300. Even if we assume they had to cut a lot out to appease the censors, that's quite a lot to cut out. The movie dialogue would probably be nearly incoherent with that many f-bombs.

On the other hand, if it were f-bombs/minute, it would make more sense. South Park: BLU is 81 minutes, but Casino is 178 minutes.

As that stands, it is

South Park: Bigger, Longer, Uncut - 1.80 fricks per minute.

Casino - 2.37 fricks per minute.

So, you can see that just by adding 50 more fricks, SP: BLU's frick-per-minute rate would increase to beyond Casino's frick-per-minute peak.

Sorry to be so analytical about the word "frick."

Truth be told, the MPAA is very inconsistent with how it confers its ratings onto film. The documentary "This Film Is Not Yet Rated" did a very good job of explaining how some of the shite they do makes very little sense.
