Libertines, maybe, but not libertarians. In a fully libertarian paradigm, the roads would be privately owned and managed, which allow for contracting between land owners and road operators, as well as road operators and end users, to set terms of use. Think of a private race track. They have every right to determine the types of vehicles used, acceptable modifications, speed, or even usage to begin with. It would be no different for roads. In fact, it would be easier to restrict annoying behavior in a libertarian paradigm because in the current statist paradigm, the only solution is to criminalize the annoyance.
Would you expect enforcement of compliance to be handled by the same people that are 'handling' it today?

Depends on the flavor of libertarian. Being you asked me directly, as a Minarchist, I would expect something similar to current policing to enforce actual criminal laws (let's say if someone pulls out a gun and shoots someone on the road) while the entity that owned/managed the road would handle enforcement of their own internal rules and policies.
