Think of a private race track. They have every right to determine the types of vehicles used, acceptable modifications, speed, or even usage to begin with. It would be no different for roads. In fact, it would be easier to restrict annoying behavior in a libertarian paradigm because in the current statist paradigm, the only solution is to criminalize the annoyance.
