Definitely a fuel problem. 1st i'd pull the fuel line off the carb and be sure fuel is flowing freely out of that fuel line. If not, fuel line is bad or tank is not venting properly. If this is not the issue, I would pull the carb and clean thoroughly. I boil all my carbs in lemon juice when they need cleaning. Works every time.
