You are not reading/listening.

That is not the question. Knowledgeable people understand the scope of the authority. The QUESTION is whether he validly EXERCISED that authority … or is instead just making an ex post facto CLAIM that he did so.

Surely you are bright enough to grasp the distinction.

For you, perhaps Trump’s mere claim satisfies the burden of proof. For others, it decidedly DOES NOT.
