I admit I knew very little about NARA, PRA, and Presidential Libraries until a few hours ago.
Upon a few minutes of study, apparently under the PRA (Presidential Records Act) every president turns over all documents upon leaving the White House, to be protected and administered by the NARA.
There is an automatic 5 year freeze on access to the collection and an optional but guaranteed 7 year extension if the former President so chooses. This means no FOIA requests during that time.
