See if your electrician has any contacts at Entergy. Problem is, that the transformer on the ground likely feeds 4 other houses. If no one else is having problems then its going to be hard to blame the transformer.

Does your video show the transformer?

No but it is behind a locked gate so I know the tech did not look at it. I will redirect one of my cameras in that direction though. Good idea..

My electrician placed a volt meter on the terminals leading into my breaker panel.

Leg 1 showed 135V, Leg 2: 129V

It would continuous cycle from 119V to 135V when a high load appliance was run
