I hate big spending bills but as a CPA I can say first hand the IRS desperately needs people. They have about a 10% phone call answer rate right now and it’s hurting business. No we don’t want more foot soldiers to pick on small businesses but guess what, taxes still exist and our clients have complex tax issues and sometimes you have to talk to the IRS. Our job is much more difficult when they aren’t staffed and don’t answer the phone.

Here's an idea. Implement a VAT tax that applies to everyone and eliminate the IRS entirely. Probably eliminate a lot of accountants too, but I can live with that.
