It's probably both. He probably wasn't running from them simply because he wasn't wearing a helmet. He was probably running because he was either drunk, had drugs on him, had a weapon, or something else he could have got in real trouble for. So he ran to get rid of it.
Now he just has a simple eluding charge, which will turn into either nothing or a simple slap on the wrist, versus something major.
I'm not saying this was 100% the case, but it's a pretty educate guess.

Word is he rode off from cops after a warning to wear the helmet. They knew who he was so they told him to come in on his own. Three days later no TJ. So they went and got him for Eluding arrest. What an idiot.
