Most of it was political/financial between the team and the earlier stadium's owner:

Georgia Dome: State of Georgia paid for most of the cost and got most of the revenue, Falcons explored buying the stadium but GWCCA refused. Blank also wanted his own Jerry World in Atlanta and to also have a place that could easily host an MLS franchise

Turner Field: Braves were looking to go to the burbs in 1989-90 when the Olympic bid was won by ATL, Lease was only 20 years with two five-year options, wanted the city of Atlanta to spend nine-figures on renovations/development, and Cobb gave them a better (for the Braves) deal with the Battery/Truist.
