I know this isn't correct based on my own readings, but I'll give you a chance to provide a link that supports this claim.

For what its worth, the Greeks are responsible for modern conceptions of what liberty is and, as one example; Locke wrote extensively of liberty in 1689.

Which completely changed the lay person's definition, later inspiring the American and French revolutions (once a few important Americans and French finally got around to reading Locke).
