No, they didn’t. The One could prolong life and the Nine were a trap to turn one into a wraith making you living nor dead. It’s also unclear if the Nazgûl still had the Nine rings on them after being turned to wraiths. The Elves were already immortal, and the Dwarven Rings did not make you immortal.
