I think we will see more scenes play out like this because Law enforcement has been taught that doing nothing is less risky and has less liability than being aggressive and doing something. After all the calls to "defund the police", police officers are less willing to go all out in a crisis.

This has zip to do with "defund the police". These guys are all worried about getting shot and don't want to risk it. They weren't even set up outside of the classroom where they could make a quick move. They were at the end of the hallway.
