I used to handle FOIA exemptions before I retired. There was an exemption pertaining to unnecessary invasion of privacy . Furthermore, why the frick is this photo part of an investigative work file in the first place? I hope he sues and wins

You think the Feds care? What monies are they liable for--their own? They'd just be tossing out another stack of taxpayer's money to fund these little games.
