the issue isn’t necessarily the drinking by the captain

Good god this mentality is why there are so many boating fatalities in LA.
You are the captain of your vessel and responsible for the safety of your passengers and the safety of others around you.
It starts with not drinking. Then, it goes to managing the behavior of your passengers. That way there is no question if something were to happen.

It is unbelievable to me that drinking and operating a boat is just accepted as a normal thing. A boat owner should not have to stay home on a holiday weekend because they fear for their families lives because of the large number of boaters drinking.. If you are at the controls of a boat your total alcohol consumption should be zero, if it takes a zero tolerance policy by law enforcement to change this behavior I have no issue with it.
