Other than the DP World Tour events that are co-sanctioned with the PGA (Scottish Open, Barbasol, Barracuda), they haven't announced a "LIV ban".

Sky Sports News understands that fines are set to double for those playing in each future conflicting tournament, as well as bans from the events themselves.

I think this pretty much seals the deal that LIV will not get OWGR. But I guess it’s still possible.

That's only 7 or 8 out of 44 events on DP world tour. There is no "ban" for all of their events.
"conflicting tournaments" would only be the weekend that a player chooses to play in LIV event vs DP World Tour event (i.e. Ancer playing in Portland this weekend vs Irish Open). LIV players will have no problem paying the DP Tour fines.

But also, you didn't answer the question. I assume PGA Tour would still ban Ancer/other LIV players even if they finish in top 10 of DP World Tour rankings.
