But an RPO is not designed for a QB to run it’s either hand the ball off or throw it quick.

Sure, everything being equal. But that can be said about every attribute. A taller QB is better; a QB with a strong arm is better. But what really matters is a QB who can make those very difficult reads, on a shifting defense, and make the correct play. That’s money.
