The most important thing about energy efficiency in a house is air infiltration. So a cheap window that does not leak air is more valuable than 6" thick insulation in your walls.
Attack any air flow issues first.
Outlets, electrical switches, light fixtures, A/C registers, fireplace chimneys, etc.
Plenty of cheap fixes that will also go a long way to making a difference.
