(toe clips are for locating the foot in the best part of the pedal. Pedal 'cleats' do that PLUS you can do a full power stroke if so inclined. Pedal 'cleats' can be a LOT harder to get out of. I have been using them for decades - most people have a story of falling flat at a busy intersection with them, mine was in the 1980s)

Not strapped in tight or anything. He just forgot that his foot was in a toe clip. Senility.
