The thing that BREC does is they put their tax renewal on the ballot on years that there are not major elections. So few people vote and north baton rouge turns out.

They get all the BREC workers, library workers, city hall workers, school workers and all their families and friends to vote on a boring Saturday while everyone else is watching football, going to see their kids play or other stuff is going on. Birds of a feather flock together.
