He always covered for Billy. Billy is the one who screwed up the assassination of Mosely last season. Finn told him about it and he told the IRA people. It was Finn and Billy who got Polly killed.
Finn wasn't able to get the cop to take the bribe, had to get Arthur involved. It should have been Finn who handled that.
Finn was always watching out for Billy and not his family.
