If we can build a new tennis center for a sport that has nothing to show for it, we can build a new facility for swimming. The tennis center was funded 10 years ago in very different financial times. The pool is the pool, and it's not like we need space for fans to attend.

Also a tennis facility is cheap. It's just fencing and court surfaces. An Olympic swimming pool with a 16' diving well and adjustable platform? Not so cheap.
