I don't know how this works in Texas, I know their school system is a little bit different than ours (they have districts where as here its all by parish right? In other words, the county itself doesn't make up the district, it can go into another country?)
And their school board members don't get paid to serve so people are on the board because they want to and isn't just looking for cheaper insurance and an extra $2000 a month to attend one meeting a month and answer some phone calls from pissed off parents.
Anyway, because it is different, is it legal for the police to tell them to leave a school district? Its still funded with public money so I assume they can tell them until they are blue in the face, but they don't have to leave and if the police does try to force them, their will be some law suits filed pretty quick.
